Victoria Gardens were initially known as the North Steine and was enclosed in 1818 accessible only to private subscribers. The public were not allowed in until 1896 and the name changed in 1897 to celebrate Victoria's diamond jubilee. The statue was presented to the town by a former mayor in 1897. On the western side of the gardens is Marlborough Place, built as North Row in 1772 on the main road out of town.
