Description: Flagmakers making naval flags in the New York Navy Yard in 1914. The flag in the background is a presidential flag of the time, which took a full month to make. This appears to be the design introduced in 1902, featuring the Great Seal of the United States but with stars surrounded by a "sunburst" of rays in the crest, and no clouds. The presidential flag would change again in 1916. The original caption read Measuring and stitching flags on the floor. The President's flag in the background requires the longest time of all flags to make.
